His Excellency the Governor has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 117 to 135 of 1934) of supplementary expenditure set out below.

Items the cost of which can be met wholly or in part by Savings from other sub-heads of the head are marked with an asterisk (*). The source and extent of the Savings will be found in the explanation of the individual items.
MEMORANDA EXPLAINING THE ITEMS.
Estimates, 1934.
* 117.-20, Police Force :-30, Subsistence of Prisoners
Provision made in Estimates (page 46 sub-head 30)...$

The deficiency is due to an increase over the estimate in the number
of prisoners and witnesses for whom meals have had to be provided and
a supplementary vote for $600 is therefore requested.
The above is to be met from savings under Rations for Indian Police (1934 Estimates page 46 sub-head 23).

Owing to an under estimate of the amount required to cover expendi- ture to the end of the year it is requested that a further sum of $500 be approved. During the past two months an exceptional number of returned banishees were arrested.
The above is to be met from savings under Secret Service (1934 Estimates page 46 sub-head 27).

* 119.-34, Public Works Extraordinary :-New Kowloon. General Works. 74-Roads
Provision made in Estimates (page 103 sub-head 74)...$ 60,000
The provision made in Estimates is insufficient to meet the anticipated necessary expenditure on Roads in this district to the end of the year.
The increase in the estimated expenditure is due to the large develop- ment of New Kowloon, which could not be foreseen when the Estimates for the current year were framed.
A supplementary vote for $10,000 is accordingly requested.
The above is to be met from savings under Head 34 sub-head 55, (1934 Estimates page 102 sub-head 55),

The provision made in the Estimates is insufficient to meet the antici- pated expenditure for Maintenance of Water Works in Kowloon to the end of the year.
The increase in the estimated expenditure is due to the expansion of the distribution service and the increased cost of filtration and chlorination. Owing to the recent large additions to the water works, reservoirs and plant, maintenance charges also have increased.
A supplementary vote for $10,000 is accordingly requested.
The above is to be met from savings under Head 33 (1934 Estimates page 98 sub-head 6 item 1).
